Chengdu’s housing, planning, finance bureaus and the municipal housing provident fund issued a joint notice to link market transactions with subsidised rental housing supply. In areas with strong demand for subsidised rentals, authorities will pilot allowing market entities to buy second‑hand homes for conversion to subsidised rental units, with city and district fiscal subsidies to support “sell‑old–buy‑new” trades and ease replacement chains. Subject to original land‑use right holders’ consent
Subject to original land‑use right holders’ consent, urban‑renewal implementers may deliver new housing via a “land‑follows‑house” mechanism (including negotiated acquisition of property rights and transfer for state‑asset disposal). The city will also explore acquiring existing commercial and office stock and converting public‑service spaces (markets, elderly‑care, community centers) into subsidised rentals, adjust surrounding public‑service land planning accordingly, and consider extending housing‑voucher resettlement to non‑residential properties (commercial, office) as expropriation compensation.
