Deputy Foreign Minister Gharibabadi said in an interview on Aug. 25 that Iran
remains in a state of war and the Strait of Hormuz is under full control and
surveillance by Iranian armed forces; it will not be reopened without Iran’s
consent, approval and arrangements. He warned that, to defend national security
and national interests, Iran could carry out pre-emptive action against US
targets if conditions warrant, rather than wait to be attacked.
