Shanghai municipal government office issued a Strategic Emerging Industries
‘15th Five’ plan directing accelerated enhancement of intelligent-robot
capabilities and applications. The plan targets improved precision and stable
operation in unstructured, complex environments and broader deployment across
industrial manufacturing, medical rehabilitation, logistics and warehousing, and
commercial services. Priorities include: developing key hardware and software —
overcoming high-precision multimodal sensors, joint modules and high-precision
dexterous hands; advancing end-to-end large models and swarm-intelligence
technologies; and raising whole-machine system integration and autonomous
controllability. It calls for faster development of multi-form general-purpose
intelligent-robot products for industrial and consumer use, and construction of
standards for robot platforms, model algorithms and data collection, plus
accelerated real-scene and training-range data capture and synthetic simulation
data to support joint optimization of hardware and algorithms.
