Qianhai Shenzhen-Hong Kong modern service zone has implemented a 12-point financial support package for the low‑altitude economy, effective Sept. 1 this year through Dec. 31, 2028. The measures create a Qianhai low‑altitude economy zone on the Shenzhen Qianhai Equity Exchange Center’s specialized-and-innovative board and launch an “entry‑to‑board” (入板即贷) targeted financing service. Authorities will encourage listing preparation, compliance advisory and cross‑border capital services for low‑altitude firms and facilitate tiered access to multi‑layer capital markets, including Shanghai and Shenzhen main boards, ChiNext, the STAR Market and the Beijing Stock Exchange. The plan also backs faster NEEQ (New Third Board) approvals via a green channel.
