The increase is driven by a newly introduced uncapped growth-investment allocation and an "integrated budget" approach that treats supplementary and initial budgets jointly. ¥143 trillion is roughly ¥2–3 trillion above the combined ¥140.6 trillion of the 2025 supplementary and 2026 initial budgets.
