Intel (INTC.O) shares rose 1.7% in pre-market trading after reports that SK Hynix is seeking partners to develop chip manufacturing.

China's ecology and environment minister Huang Runqiu and his New Zealand counterpart held the seventh China–New Zealand ministerial dialogue on climate change. Huang outlined China's recent climate actions and climate work deployments for the 15th Five-Year period, set out China's position on advancing global climate governance, and flagged expectations for COP31 in Antalya. He proposed deepening China–New Zealand climate policy dialogue and practical cooperation; both sides said they would continue constructive cooperation on environment and climate issues.

Chinese fiber-optic manufacturers report all production lines have run at full capacity this year; sales of some models are up 3–5x YoY. A newly topped-out smart manufacturing base will double output capacity when commissioned. Several firms say order books already extend up to one year. A single preform can produce over 20,000 km of fiber, supporting high per-unit output.
