China's president attended the 26th Shanghai Cooperation Organization (SCO) Council of Heads of State meeting in Bishkek and outlined four priorities: development-first, security-focused, people-centered, and dialogue-based governance, committing China to help implement the SCO's 10-year development strategy and pursue higher-quality growth. Member states signed the Bishkek Declaration, approved amendments to the SCO Charter protocol, ratified regulations for the Comprehensive Center for Countering Security Threats and the Narcotics Center, and adopted 28 outcome documents strengthening security, economic, cultural cooperation and organizational capacity.
