State-owned Korea Electric Power Corporation (KEPCO) is negotiating a
multibillion-dollar electricity prepayment with Samsung Electronics and SK Hynix
to raise capital for grid expansion serving a new semiconductor cluster. Under
the current proposal Samsung would prepay 20 trillion won and SK Hynix 5
trillion won, totaling 25 trillion won, roughly equivalent to about five years
of projected power bills. KEPCO said the mechanism would align firms needing
rapid grid build-out with the utility’s funding needs; specific prepayment
amounts and coverage periods have not been finalized.
