China’s Ministry of Industry and Information Technology and nine other
ministries issued a 15th Five‑Year plan for SME development with market‑relevant
targets to 2030. Key objectives: cumulative per‑capita operating revenue for
above‑designated‑size SMEs up about 15% by 2030; internal R&D spending in
above‑designated‑size industrial SMEs to grow >8% annually; a stock of 22,000
specialized “little giant” SMEs and 600 national SME industry clusters;
digital‑intelligence targets for specialized SMEs with level‑2 adoption ≥95% and
level‑3 ≥80%; measurable gains in energy and resource use efficiency; a
strengthened national SME service network and roughly 50 China‑foreign SME
cooperation zones; establishment of a long‑term mechanism to prevent and resolve
overdue payments to SMEs; and further broadening of diversified financing
channels.
