The Ministry of Industry and Information Technology (MIIT) issued an AI SME Entrepreneurship Support Plan (2026-2028) directing expansion of an open-source startup ecosystem. MIIT will back growth of the national AI open-source community AtomGit and strengthen supply of high-quality open-source models, development frameworks, toolchains, datasets and services for AI startups. The plan encourages startups to contribute models, tools and datasets and promotes adoption of open-source foundation models and frameworks to lower R&D and product-innovation costs.
