Beijing’s Capital Airport Economic Zone has published its 15th Five-Year
development plan, outlining a 1+4 industry model with aviation services as the
core and pharmaceuticals & health, airport-oriented manufacturing, logistics &
trade, and business consumption as supports. The plan sets 21 core indicators
across hub, scale, industry, innovation and quality dimensions and targets by
2030: park revenues of 620 billion yuan, district-level general public budget
revenue of 4 billion yuan, and annual import‑export throughput at the Tianzhu
comprehensive bonded zone of 200 billion yuan. The 1+4 industries are forecast
to grow about 10% annually, high‑tech industry revenue to expand at over 10%
annually, and the Tianzhu bonded zone to remain in the top A performance tier.
The plan is positioned to accelerate high‑quality development of Shunyi Pingyuan
New City.
