“萨姆规则”衡量的是美国最近3个月平均失业率相对于过去12个月最低3个月平均失业率的上升幅度，达到0.5个百分点通常意味着就业市场已经出现明显恶化。历史上，该指标在1960年、1970年代、1980年代、1990年、2001年、2008年和2020年前后均曾触发，并与全美经济研究所（NBER）认定的衰退期高度重合。美国圣路易斯联储萨姆规则实时指标显示，截至上月该指标为-0.03，远低于0.5的触发线。按目前失业率计算，过去12个月最低3个月平均失业率为4.2%，对应今年5—7月的4.3%、4.2%和4.1%。由此计算，8月失业率需升至约5.8%，6—8月平均失业率才会升至4.7%，进而使萨姆规则指标达到0.5并触发警报。不过该规则更适合作为“确认型”指标，而不是机械预测工具。

The China Federation of Logistics and Purchasing released its August logistics business climate index, reporting demand remained in the expansion range and the index rose further. The overall index was 50.9 in August, up 0.5 percentage points month-on-month. Of 12 sub-indices, eight rose MoM. Business volume, new orders and employment indices have stayed in expansion for several consecutive months. By sector, business volume indices remained in expansion: rail 54.8, road 54.5, air 51.0, postal/express 68.8 and multimodal transport 54.2.
