Hunan province issued a joint notice from its housing, natural resources and
finance departments permitting owner‑led renovation of eligible aged housing on
state‑owned land in urban (including county) built‑up areas, effective
immediately for five years. Funding principle is owner contributions primary,
fiscal subsidies secondary and social capital complementary; eligible projects
may apply for relevant policy funds, social capital participation is supported,
and policy banks and commercial lenders are encouraged to provide compliant
medium‑ to long‑term, low‑interest special loans. Owners in financial hardship
with no other housing can be temporarily accommodated through allocation of
affordable housing during construction.
