construction will see a concentrated release of physical work in H2 as funding
disbursements arrive and early‑stage projects mature. Q3 is the construction
peak for on‑site activity as local governments speed up in‑progress projects and
push proposed projects to start; Q4 should see a peak in major project
commencements, offering a clearer boost to aggregate demand. Of a pipeline
exceeding CNY7 trillion, over 60% of the work volume is likely to be realized in
H2.
