China's Ministry of Industry and Information Technology (MIIT) issued its 15th
Five-Year Plan for the information and communications industry, prioritizing
supply‑chain resilience and accelerated deployment of advanced telecom
infrastructure. The plan mandates R&D of 6G base stations and core networks;
development of intelligent optical transport and access equipment,
high‑performance AI routers and network switches; breakthroughs in spaceborne
communications equipment; and development of 6G smartphones. It calls for an
operating system based on OpenHarmony to enable agent communication and
environmental sensing and to expand the app ecosystem, and seeks co‑optimization
of new terminals — smart glasses, smart‑home hubs and brain‑computer interfaces
— with networks, plus faster progress on high‑end communications test and
measurement instruments.
