Ukraine said it struck oil-processing facilities in Russia’s Perm region and Tatarstan overnight, resuming attacks after a U.S. special envoy visited Moscow last weekend. President Zelenskiy said long-range strike systems were used against refineries in Perm and Tatarstan. The strikes are part of an intensified campaign to degrade Russia’s refining and domestic fuel supply; they have sharply reduced motor‑fuel output and prompted Moscow to impose a temporary ban on most gasoline and diesel exports. Perm hosts a 260,000 bpd refinery owned by LUKOIL about 1,500 km east of Moscow; Tatarstan includes multiple refining and petrochemical plants, notably Tatneft’s Taneco (300,000 bpd) and independent TAIF‑NK (145,000 bpd).
