On Sept. 9, China's Foreign Ministry spokesperson Mao Ning said Beijing will not
'pull the ladder' on other countries' development and will instead 'build
ladders' via high‑quality Belt and Road cooperation. China will help partners
close infrastructure gaps, supply cost‑competitive industrial equipment and
technology, and share know‑how to lower industrial development costs. Mao said
claims China is withdrawing support have no traction in the Global South and
pledged Beijing will remain a reliable partner to support Global South
revitalization.
