development plan, directing support for frontier technology innovation:
accelerate quantum computing, develop space‑based computing, and seek
breakthroughs in core brain‑computer interface technologies. The plan mandates
R&D on metaverse enablers — spatial computing, digital humans and immersive
rendering — to create virtual‑physical consumer scenarios, and prioritizes
mastering frontier chip technologies including compute‑storage integrated chips,
silicon photonics, advanced packaging and chiplets, and high‑performance optical
