Russia’s presidential spokesman Dmitry Peskov said on Sept 9 there is no formed roadmap for mediating the Russia‑Ukraine conflict but Moscow has the political will to restart negotiations and hopes trilateral Russia‑US‑Ukraine talks can resume within a foreseeable timeframe. Peskov said Russian forces have pushed forward along the contact line but are prepared to pursue peace depending on Kyiv’s choice, accused Kyiv of lacking flexibility and of not genuinely seeking a ceasefire, and said Ukraine remains reliant on some European countries intent on strategically defeating Russia. He added that sanctions are on the mediation agenda but are secondary to resolving the conflict itself.

Sepahnews, an IRGC-affiliated outlet, reported the IRGC Navy said it will warn all oil tankers berthed or at anchor in Kuwaiti and Bahraini ports to evacuate crew immediately and warned those vessels would be strike targets in retaliation for US attacks on Iranian tankers. The statement accused Kuwait and Bahrain of supporting US actions and called them complicit.
