For private equity, the city aims for more than 1,500 registered funds, annual fund-management scale growth above 20%, and total AUM of 300 billion yuan by 2028. It encourages industry departments to inject special-purpose funds into SOEs by converting allocations into investments. Government contributions to venture funds may exceed 50% and fund terms can be extended to 15–20 years; actively managed seed funds are allowed an 80% loss-absorption ratio, angel funds 60%, and direct investments by seed and angel funds may be written down 100%.

德银欧洲钢铁研究团队指出，全球热轧卷价格正在明显分化。美国热轧卷板现货达到1330—1345美元/吨，年内上涨336美元或34%；德国和意大利分别为850—860美元和845—855美元；中国出口报价仅495—510美元，美国价格约为中国的2.6倍。 即使计入运输成本和50%的美国Section 232关税，中国热轧卷板进入美国的平价也只有900—920美元/吨，仍比美国现货低约410美元。美国钢厂凭借进口壁垒、较长交货周期和定价纪律，将BOF和EAF利润价差维持在774美元和782美元/吨。欧洲需求依然偏软，但7月新保障措施实施后，北欧热轧卷板已累计上涨65欧元/吨，后续还将获得CBAM支持。德银认为，贸易政策正在帮助欧美市场隔离中国低价钢材，钢铁定价逐渐从全球联动转向区域分割。
