China's Ministry of Industry and Information Technology issued an implementation plan for an AI+Software special action, setting milestones for 2028 and 2030. By 2028 the plan targets a significant rise in intelligence across the software and IT services sector, development of advanced intelligent programming tools and development platforms, application rollout to 20,000 large software firms, implementation of 100 software enterprise intelligent-upgrade projects, and delivery of 100 benchmark agent-software applications in key industries; it also aims to advance open, collaborative open-source communities and incubate more than five high-quality open-source projects. By 2030 the plan seeks comprehensive intelligent upgrades of key software, to establish intelligent programming, agent software and intelligent services as new industry growth poles, to build several internationally influential open-source communities and industry clusters, and to push China's software and IT services up the global value chain.
