China’s Ministry of Industry and Information Technology and eight other
ministries published the 15th Five‑Year Plan for the intelligent connected
new‑energy vehicle (NEV) industry, directing accelerated build‑out of charging
and battery‑swap infrastructure and strategic deployment of high‑power charging
facilities. The plan mandates closing rural charging shortfalls and improving
charging/swapping service efficiency, scaling vehicle‑grid interaction (V2G)
applications while exploring sustainable business models, and coordinating NEV
development with green power and green hydrogen. It also pushes wider adoption
of new‑energy heavy trucks in trunk logistics and specified short‑distance
transport scenarios.
