The draft sets out eligible recipients, voucher service providers, application and redemption procedures; single-entity support would cover up to 30% of actual purchase costs (up to 50% for micro/small enterprises), capped at 2 mln yuan per entity, with total annual city issuance not to exceed 100 mln yuan.
