Meteorological forecasts indicate a South China Sea tropical depression will bring heavy to torrential rain, with locally extreme downpours, to Hainan and nearby areas from Sept 13–15. Risks include flash floods, geological hazards, flooding in small and medium rivers, and urban waterlogging. Under the National Flood and Drought Emergency Plan, the National Flood and Drought Control Headquarters activated a level-4 flood emergency for Hainan on Sept 12 at 19:00.
