At the 2026 China Compute Power Conference in Langfang, Hebei (Sept. 11-13),
China Telecom General Manager Liu Guoqing proposed three initiatives to support
high‑quality development of the compute industry. First, deepen compute‑power
coordination by integrating computing and the power sector across planning,
construction and operation; jointly promote green‑power direct supply and
source‑grid‑load‑storage models to enable efficient, diversified clean‑energy
supply. Second, accelerate compute interconnectivity by cooperating on
heterogeneous compute access, full‑area monitoring, cross‑region scheduling and
compute‑network integration; co‑build a unified compute identification, metering
and trading system to support efficient national compute dispatch and
coordination. Third, lift domestic compute efficiency by aligning upstream and
downstream industry chains to speed adaptation between domestic compute hardware
and models, and develop full‑stack token production and distribution
optimization to improve token output efficiency.
