U.S. chip-related stocks fell in premarket trade after leaders in the artificial intelligence field called for slowing AI development. Micron Technology (MU.O) fell 4.4%, Applied Materials (AMAT.O) fell 4.6% and Broadcom (AVGO.O) fell 3%.

Hong Kong's Hang Seng Index (HSI) closed up 111.97 points (+0.45%) at 24,917.6 on Monday, Sept. 14. The Hang Seng Tech Index closed down 2.63 points (-0.06%) at 4,317.94. The Hang Seng China Enterprises Index (HSCEI) closed up 38.25 points (+0.46%) at 8,284.58. The Hang Seng Red Chip Index closed down 3.77 points (-0.09%) at 4,130.11.

Sept. 14 — At a State Council press briefing on measures to ease SME payment collection, Industry and Information Technology Ministry Vice Minister Ke Jixin said a new Notice requires large firms to shorten payable terms, reduce payable balances and raise cash receipt ratios. Acknowledging potential short-term funding pressure from compliance, the Notice says financing support will be strengthened for large firms that actively implement the rules: financial authorities will guide commercial banks to back large firms in replacing accounts payable with loans or bond issuance to ease funding strain and ensure timely payments to upstream and downstream firms.
