At the opening of the 2026 National Cybersecurity Publicity Week, the National
Cybersecurity Standardization Technical Committee issued the Artificial
Intelligence Security Governance Framework 3.0. Compiled under guidance from the
Cyberspace Administration of China (CAC) with input from the China Cyberspace
Research Institute, the CAC Data and Technology Assurance Center and industry
and research bodies, the framework updates AI risk classifications and refines
technical and comprehensive governance measures to address new development
trends and security challenges. It emphasizes a people-centered, positive-use
orientation and the principles of strengthened risk awareness and ensuring
secure, controllable AI, and aims to bolster consensus on AI safety and improve
risk-prevention and response capabilities to ensure AI benefits humanity.
