MIIT and CHINA STATE PLANNER jointly issued the "15th Five-Year Plan for
Electronic Information Manufacturing Development", directing consolidation of
the energy‑electronics sector and coordinated advancement across PV, storage,
terminals and communications. The plan calls for iterative upgrades to
high‑efficiency crystalline silicon PV cells, development of perovskite tandem
cells and supporting equipment/materials, and deployment of high‑reliability,
intelligent PV modules and smart O&M to expand PV+ applications. It mandates
strengthening full‑chain innovation for new batteries, maintaining lithium‑ion
competitiveness while continuing to commercialize solid‑state, sodium‑ion, flow
and fuel‑cell technologies, and promoting smart, green, integrated battery
systems. The plan supports new battery applications in smart devices, NEVs,
shipping, aviation, robotics, construction and agricultural machinery, and calls
for accelerated R&D and supply of power‑electronics core technologies and
components plus improved efficient integration and precise control of energy
storage systems.
