Shanghai financial regulators issued guidance to enhance banking and insurance tech-finance efficiency, directing insurance capital — via a long-term investment pilot — to increase allocations to Shanghai-based venture capital, private equity and M&A funds. The notice allows local insurers to set up private equity and securities investment funds and targets allocations to strategic emerging industries and hard tech. It calls for deeper bank–fund cooperation with information sharing, risk-warning and risk–reward sharing mechanisms, advances an equity-investment pilot for financial asset investment companies in Shanghai, and encourages asset managers to combine debt and equity tools to provide stage-appropriate financing for tech firms.
