Hong Kong SAR’s first five‑year economic and social development plan
(2026–2030), published Sept. 16, calls for improving securities‑market
efficiency, strengthening the competitiveness of the listing regime and
enhancing market infrastructure operations. The plan directs support for
mainland and overseas industry leaders and high‑quality emerging‑sector
companies to list in Hong Kong, deepening cooperation between HKEX and the
Qianhai Equity Exchange and streamlining listing services to channel more
mainland firms to international capital via Hong Kong. It also seeks to expand
financial‑market connectivity into new fields and use Hong Kong’s financing
platforms to promote trade, finance and infrastructure cooperation with Belt and
Road partner countries and emerging economies in the Global South.
