Hong Kong chief executive John Lee unveiled the SAR’s first five-year economic
and social development plan (2026-2030), pledging measures to facilitate
cross-border vehicle flows and advance cross-border autonomous driving. The plan
calls for continued optimisation of northbound access for Hong Kong-registered
vehicles and southbound access for Guangdong-registered vehicles, promotion of
interoperable EV charging infrastructure, and proactive planning and
implementation of strategically significant cross-border autonomous-driving
pilot projects to support scaling and commercialisation amid rising cross-border
travel and commuting demand.
