The document is a key supporting instrument implementing the Provisions on Supervision and Administration of Live-stream E-commerce Operators' Implementation of the Main Responsibility for Food Safety and the Provisions on Supervision and Administration of Online Food Sales Operators' Implementation of the Main Responsibility for Food Safety, and signals a shift in online food-safety regulation from baseline defence to targeted, risk-oriented prevention. The checklist breaks the online food-sales chain into minimal work units and aims to move firms from passive compliance toward proactive risk control.
