Ten ministries, led by the Ministry of Industry and Information Technology and
the National Development and Reform Commission, today issued the Pharmaceutical
Industry “15th Five-Year Plan”, directing stronger original innovation. The plan
prioritizes major infectious diseases, major chronic diseases, rare diseases and
pediatric medicines, strengthens firms’ role as innovation drivers, and calls
for accelerating R&D toward first-in-class, breakthrough and disruptive
therapies. It supports pharmaceutical companies in targeting frontier biomedical
science to develop new targets, new mechanisms and new drug types —
first-in-class (FIC) and best-in-class (BIC) — and urges faster R&D and
application of frontier, leading high-end medical devices.
