On Sept. 18, Zhang Qiang, director of the Ministry of Housing and Urban-Rural Development’s Urban Management Supervision Bureau, told a State Council Information Office briefing that during the 15th Five-Year Plan period China will commence renovation of 115,000 urban aging residential communities, carry out complete-community upgrades in 5,000 communities, and replace or install 575,000 residential elevators.
