China's Ministry of Culture and Tourism released the 15th Five-Year Plan for
cultural industry development, directing policy support to cultivate segmented
cultural consumption among the silver economy, youth and parent‑child families
and to meet experiential and personalized demand. The plan promotes a
'first‑release' economy—supporting new-product launches, drama premieres,
exhibition debuts and theatre openings—aims to stimulate the ice‑and‑snow
economy via festivals, performances, cultural‑creative products and experiential
offerings, and calls for orderly development of interactive social‑sharing
consumption models.
