Shanghai Municipal People’s Congress Standing Committee approved amendments to
the city’s Residential Property Management Regulations, effective Nov. 1, 2026.
Key changes: street/town governments must promptly form preparatory or
re-election teams; owners’ meetings may be held online and may elect alternate
members to owners’ committees. The amendments create a property governance
committee: if a qualifying owners’ committee cannot be elected within the
prescribed timeframe, or a re-election is not completed, the street/town will
form a property governance committee. The decision sets rules on the committee’s
composition, duties and meetings; term generally up to one year, maximum two
years, and it dissolves once an owners’ committee is lawfully established.
