PBOC Deputy Governor Lu Lei said at the China‑ASEAN Financial Cooperation and
Development Forum today that next‑generation AI—notably large models and
autonomous agents—is both a major enabler of financial services and a source of
new risks, including algorithmic black boxes and model hallucinations. He warned
AI’s ability to infer human behavior coupled with humans’ limited visibility
into AI decision processes creates an “asymmetric understanding” that could pose
deep challenges for the financial sector and underlines the need for stronger
security governance. Lu said the PBOC is willing to deepen cooperation with
ASEAN to jointly assess AI‑driven financial risks, share practices on model
lifecycle management and algorithmic risk controls, and build security
frameworks compatible with digital and intelligent financial development.
