Sept 20 — China's State Council announced personnel changes. Yu Xiaohui was
appointed vice minister of the Ministry of Industry and Information Technology;
Pan Wenbo was appointed vice minister of the Ministry of Agriculture and Rural
Affairs; Li Chenggang was appointed Representative for International Trade
Negotiations of the People's Republic of China (minister-level), with Ling Ji
concurrently named deputy representative; Cai Dong was appointed deputy director
of the National Financial Regulatory Administration; Zhang Yongjun was appointed
deputy director of the Cyberspace Administration of China; Zhang Xiaotang was
appointed deputy director of the State Tobacco Monopoly Administration. The
State Council removed Niu Yibing from the post of deputy director of the
Cyberspace Administration of China.
