Wall Street Journal reports the Trump administration is preparing to impose sanctions on the International Criminal Court.

Venezuela signed a memorandum of understanding with TotalEnergies on Saturday to pave the way for the French group's return to the country's oil operations, the government said. The ceremony in Caracas saw the agreement signed by the head of Venezuela's state oil company (PDVSA) and TotalEnergies' Americas senior vice president; TotalEnergies said subsidiary TotalEnergies E&P New Ventures will participate in the energy projects. TotalEnergies and partner Equinor withdrew from the Petrocedeno project in 2021 during a wave of foreign exits; CEO Patrick Pouyanné said at the time the withdrawal reflected the company's carbon-reduction strategy rather than Venezuela's political situation.

Howard Marks, co‑chair of Oaktree Capital Management, said he favors the Federal Reserve cutting back public guidance and generally stepping back from active intervention, except when the economy risks getting out of control (for example, overheating or a sharp downturn). He noted Fed chair Kevin Warsh is seeking to pare some guidance measures, which Warsh has said have constrained the Fed's room for maneuver. Marks added that reduced policy guidance would force investors to build more antifragile portfolios—a net societal benefit—and called for an AI working group to study AI's impact on key economic areas such as the labor market.
