The General Offices of the CCP Central Committee and the State Council issued Opinions on advancing university reform by classification, directing the construction of a classified university development system that distinguishes comprehensive and specialized orientations, establishes a classification framework, and adopts multi-adaptive classification models based on institutional affiliation. The document mandates coordinated development between centrally affiliated and local universities, integrated allocation of higher-education resources, optimization of talent-training structures, and coordinated use of domestic and international resources. It seeks to energize classified development by: using Double First-Class construction to guide research-university reform; strengthening applied, high-quality specialized undergraduate institutions and disciplines and refining high-level vocational college and program plans to support regional economic and social development; bolstering industry-focused universities to reinforce innovation and service the real economy; and piloting integrated higher-education models and new national elite-innovation talent training approaches.

On the evening of Sept. 20, Zhipu said its MaaS platform will soon roll out a no-content-retention feature to strengthen data privacy for enterprise and developer users. The company said the feature is not an unconditional blanket non-retention: functions that require server-side persistence, such as BatchAPI and FileAPI, are excluded, and the platform may retain related data for 30 days or longer where required by law or to investigate suspected violations or misuse.
