Qingdao municipal government released the Qingdao Port Green Transition
Three-Year Action Plan (2026–2028), seeking by 2028 to basically establish a
nationally leading 'electricity-centered, clean-led' green port and rank among
the top coastal ports in green, low‑carbon development. By 2030 the plan targets
steady gains in port green-energy self-sufficiency and the creation of an energy
supply-use system supported by green electricity, featuring hydrogen and
green-fuel bunkering as new business lines, with continued reductions in
carbon-emission intensity to serve as a national demonstration for low-carbon
port and energy transition.
