Traders said Russia sharply increased diesel shipments to Central Asia in August despite a ban on diesel exports to most overseas markets, driven by a recovery in production. August exports to Kazakhstan, Kyrgyzstan, Mongolia and Tajikistan more than doubled from July, totaling over 370,000 tonnes: Mongolia about 215,000 tonnes (vs 124,000 in July); Kyrgyzstan rose from 4,400 tonnes to more than 72,000 tonnes; Tajikistan from 16,000 tonnes to over 56,000 tonnes; Kazakhstan imported roughly 28,000 tonnes in August after zero in July. Jan–Aug exports to Central Asia and Afghanistan were about 2.50 mln tonnes, slightly below 2.60 mln tonnes in the same period of 2025. Traders said Russian diesel output has recovered to roughly 170,000 tonnes/day but remains insufficient for a return to large-scale exports; domestic diesel supply fell to about 4.70 mln tonnes in August from 5.00 mln tonnes in July.
