Hubei provincial government issued Q3–Q4 measures to spur growth, including:
issue compute-power vouchers and raise subsidy rates, expanding subsidy coverage
to model- and token-based AI services to lower compute-access thresholds for
SMEs and tech startups; support new-load and export-oriented firms and
industrial parks to directly connect to nearby renewable power for green
electricity consumption; allocate provincial budget to cover pre-investment
costs and create a project reserve and annual major-project list to accelerate
construction; encourage factory-network integration, integrated supply/disposal
management and concession models and invite firms to invest-build-operate urban
underground pipe networks; deepen assetization of state-owned water resources
and water engineering and develop a modern green water economy.
