YONHAP reports the South Korean government will fully finance a Texas natural gas plant, with ownership to be split 50/50 with the United States.

The Stock Exchange of Hong Kong (SEHK), a wholly owned subsidiary of Hong Kong Exchanges and Clearing (HKEX), published a consultation paper on proposed changes to listing rules governing corporate transactions. The 10‑week consultation runs to Nov. 30, 2026. Key proposals: raise the shareholder‑approval threshold for major transactions from 25% to 50%; carve out transactions that provide financial assistance, involve securities or other investment activities, which would remain subject to the 25% threshold; and eliminate the categories of very substantial disposal and very substantial acquisition.
