The general offices of the State Administration for Market Regulation (SAMR) and
the Ministry of Ecology and Environment (MEE) issued a joint notice launching a
baseline carbon emissions measurement review of key emitters covered by China’s
national carbon market. The exercise, aimed at implementing Party Central
Committee and State Council directives, is intended to provide a clear roadmap
for emitters’ carbon measurement management and to strengthen data safeguards
for fair trading. Assessments will cover firms’ carbon measurement management
systems, allocation, management and use of measurement instruments, and
digital/intelligent upgrades, with the objective of mapping current practices
and identifying weak points.
