The initiative aims to remove barriers between heavy‑asset compute infrastructure investment, renewable power supply and diversified financing, offering full‑life‑cycle support via green finance, financing leases, industry funds and investment banking to channel social capital into China’s East Data, West Computing deployment and national dual‑carbon targets.
