Interim Venezuelan President Rodriguez said Venezuela has begun a democratic process and urged political dialogue to secure freedom and reconciliation.

India’s state-owned refiners have boosted liquefied petroleum gas (LPG) production to about 44,000 tonnes per day, roughly 20% above the August average, to meet rising cooking-fuel demand as the Persian Gulf conflict disrupts contracted supplies. Consumption curbs are being eased: rural refill wait times have been cut from 45 days to 25 days and officials say backlogs have fallen. The festival season, running into November’s Diwali, is supporting demand, but LPG consumption is still expected to be about 10% below year-ago levels as industrial demand has yet to fully recover after household supply was prioritised during the conflict.

The Russian Foreign Ministry said on the 23rd that Foreign Minister Lavrov met in New York with US Secretary of State Rubio and urged both sides, citing leaders’ consensus, to promptly repair bilateral relations. Lavrov called for candid talks to remove triggers in the relationship, restore normal diplomatic operations, and for the US to return Russian assets that have been effectively confiscated in the United States, saying these are preconditions for repair. On Ukraine, he said Kyiv coordinates closely with its European backers, reiterated Russia will steadfastly pursue the objectives of its special military operation, and said Moscow will also pursue political and diplomatic measures to resolve the conflict by addressing its root causes.
