At a Sept. 25 press conference, Russia's Central Election Commission chair Pamfilova released final results for the 9th State Duma: United Russia 349 seats, Communist Party 37, Liberal Democratic Party 23, New People 19, A Just Russia 17, Motherland 1, and four independents one seat each. Voting was held Sept. 18-20; the 450-seat Duma is composed of 225 party-list proportional seats and 225 single-member districts elected by plurality.

Sources, satellite imagery and shipping data show Saudi Arabia has increased crude flows via its east–west pipeline to Red Sea export hub Yanbu, but tanker loading operations have not resumed. The pipeline, shut earlier this month after a drone attack, was restarted this week; markets had expected supply interrupted by a US–Iran conflict to recover, but shipping recovery has been slow and a planned Tuesday tanker loading did not occur. One industry source said crude is being transported to Red Sea coastal refineries but not reloaded onto tankers; two other sources confirmed tanker loading remains halted.
