He warned Kyiv must endure retaliatory strikes and that any provocations or escalation would not produce Kyiv’s desired outcome but would worsen its position. RIA reported Putin added proposals to resume talks remain on the table, but given recent Ukrainian attacks Moscow will carefully consider what measures to take; any decision, including on restarting negotiations, will be guided by Russia’s national interests.
