Sept 29 — Minister Zhang Zhu told a State Council Information Office briefing the ministry will step up policy support for grain production to encourage planting. Measures cited include stronger price subsidies, expanded insurance and coordinated policy measures, plus tighter coordination of production, procurement and imports to keep grain prices at reasonable levels and ensure farmers can calculate returns and earn a profit.

At an NDRC briefing on Sept. 29, the PBOC said it is leading eight ministries to draft Guiding Opinions on Financial Support for Service‑Sector Capacity Expansion and Quality Improvement. The draft outlines policy requirements across four dimensions, calls for a lifecycle risk‑assessment and pricing framework tailored to the service sector’s small scale and intangible‑asset profile, and urges financial product innovation focused on service firms’ operating characteristics and funding needs. It also prioritizes payment‑service improvements and payment facilitation, steady progress on high‑level financial opening, support for outbound activity, and stronger consumer and investor protection; the PBOC said it will work with other agencies to improve the targeting, fit and effectiveness of financial services to better support service‑sector expansion and quality upgrades.
